As reflected in the 2002 election, Maryland’s traffic woes have become a major concern for residents. Severe highway under-capacity in the state’s metropolitan areas is inflicting heavy costs on Marylanders, and producing homeland security worries. Practical constraints limit the degree to which alternative transportation modes such as mass transit can relieve that congestion, which means that the Old Line State will need to increase its roadway capacity if it is to ease those traffic woes. But Maryland’s ongoing budget crisis has prompted the state to reallocate money in its Transportation Trust Fund toward non-transportation projects. In this fiscal environment, what can Maryland do to get traffic moving again?
