Investigations continue into BCPSS, an outside agency steps in

BALTIMORE, MD. (WBFF) - As questions loom and accountability remains elusive for the Baltimore City Public School District, FOX45 News confirmed the state watchdog has an agreement in place with the top watchdog for the City to help with education investigations.

Richard Henry, the state inspector general for education, said a memorandum of understanding, or MOU, exists between his office and the Baltimore City Office of Inspector General to help with educational investigations if necessary.
 

The 7-page document was signed in September 2020 and the agreement is in place until Sept. 10, 2022. The MOU creates a joint education and financial fraud investigative task force with a mission of investigating “and report local school system fraud” with a purpose of expanding the resources for criminal and civil investigations.
 

Henry told FOX45 News that his office has yet to ask Baltimore City’s OIG for assistance on any investigations.
 

News of the agreement comes as the pressure for outside investigations grows. The Maryland Public Policy Institute sent a letter to Henry’s office asking for an investigation into apparent ghost students at Augusta Fells Savage Institute, a West Baltimore high school already plagued with issues after allegations of student being promoted to the next course despite failing the previous one.
 

A Project Baltimore investigation recently revealed that 21 students were on the rolls at Augusta Fells Savage Institute in West Baltimore, however, the students didn't exist. Schools receive state funding for every student it enrolls.
 

Henry told FOX45 News that his office “is making progress in our investigation and continues to work with the Baltimore City Public School System – Office of Legal Counsel to obtain information critical to this case.”
