BALTIMORE (WBFF)- Criticism has sparked over Mayor Brandon Scott’s Squeegee Collaborative Plan, not only over the 5 million allotted in funding but also over whether the plan will succeed.

Sean Kennedy, with the Maryland Public Policy Institute, stated this plan will not work. He said it is only shifting something that is illegal but not enforced, to special zones where it is now legal.

Mayor Scott has previously said he doesn’t agree that squeegeeing is illegal, he compares it to panhandling, which is protected free speech under a U.S Supreme Court Ruling.

Kennedy questions the mayor’s ability to limit “free speech” to designated zones. He said, “free speech doesn’t have limits, it can’t be crowded off.”

Page 9 of mayor Scott’s Squeegee Collaborative Plan references the systemic racism expanding back to redlining.

"Squeegeeing in Baltimore is part of a larger systemic failure to address poverty in our city, stemming from redlining and other engineered racist policies"

Kennedy explained the irony of the situation, that mayor Scott chose the prominently white parts of the city to enforce the ban on squeegee kids.
